We manages the certifications of Certified Professionals by EnviroCert Int (ECI) and CISEC in Stormwater management and ESC.
What is MSO
MSO is a Malaysian registered non-profit NGO founded for the purpose of spreading know-how and awareness in Urban Stormwater Management or its more popular acronym MSMA and Erosion and Sediment Control (ESC) in Malaysia. It manages the certifications of Certified Professionals by EnviroCert Int (ECI) and CISEC in Stormwater management and ESC. Both parent organizations ECI and CISEC are based in the USA, and both offer international certifications (i.e. for any interested nationality).
MSO manages all Malaysian registrants of both organizations, on their behalf e.g. collects yearly fees, disseminates news materials, liaise with Government Department on regulations, enforces code of ethics and is recognised to conduct their exams in Malaysia.
Objective of MSO are
- To collaborate and create smart partnerships between various world standard stormwater organizations for the standardization and accreditation of stormwater management and erosion and sediment control needs.
- To represent Malaysia at various stormwater related events (national and abroad) for the promotion of sustainable stormwater management.
- To act as the focal organization for Urban Stormwater Management.
- To act as the coordinating center for individual, organization, institution and other similar bodies to share common interests in the fields of stormwater management.
- To act as the information center for publication and technical data on stormwater management in Malaysia with the prior approval of the authority concerned.

SECTION 3: OBLIGATIONS TO CLIENTS
Ethical Standard 3.6: Confidentiality
Rule 3.61
ECI Certified Professionals/Individuals shall not knowingly disclose information that would adversely affect their client or that they have been asked to maintain in confidence, including all knowledge of a client’s intentions, production methods, and or business organization, except as otherwise allowed or required by this Code or applicable law or when the withholding of such information is contrary to the safety, health and interest of the public. Details of all work in progress prior to the completion of a project shall likewise be kept in confidence except as allowed by the consent of the client.
SECTION 4: OBLIGATIONS TO THE PROFESSION
ETHICAL STANDARD 4.1: COMPENSATION
Rule 4.15
ECI Certified Professionals/Individuals shall not accept any benefit or compensation, financial or otherwise, from more than one party for professional services on the same project, or for professional services pertaining to the same project, unless the circumstances are fully disclosed and agreed to by all interested parties.
ETHICAL STANDARD 4.2: DIGNITY AND INTEGRITY
Rule 4.23
ECI Certified Professionals/Individuals shall not continue to practise while having a physical or mental disability or suffering from a contagious disease which renders the Certified Professionals/Individuals unable to practise the occupation or profession with reasonable skill or which may endanger the health and safety of the Certified Professional’s/Individual’s clients or the persons under his / her care.
Rule 4.24
ECI Certified Professionals / Individuals shall notify MSO in writing within three (3) months:
(i) If he is convicted of an offence involving false or negligent certification, fraud or dishonesty in Malaysia or elsewhere; or
(ii) If he becomes a bankrupt; or
If he has knowledge of other ECI Certified Professionals / Individuals under categories (i) and (ii).
